STC assignment form requirements

Short answer

A valid STC assignment form identifies the owner and system, records the owner's assignment of the right to create certificates, is signed and dated before the claim, and is kept on file for audit. Confirm the current wording with the Clean Energy Regulator.

The requirements for an assignment form come from the Clean Energy Regulator’s rules for small-scale technology certificates. What a valid form shows

  1. Who the owner is. Name and contact details, and the ABN for a business.
  2. What was installed. The type of system, brand, model, serial numbers and capacity.
  3. Where. The installation address.
  4. When. Installation date.
  5. The assignment. A statement that the owner assigns the right to create STCs to the installer or their registered agent.
  6. The consideration. What the owner receives in return, normally the discount.
  7. Signatures. The owner’s, dated.

Timing

The form should be signed before the claim is created. A form dated after the creation of the certificates is a red flag. If something changes between the signing and install, such as system size, get a corrected form.

Keeping records

Digital forms with electronic signatures are common and can work well, provided they capture the same information, a reliable date and the signer’s identity. Whatever system you use, make sure you can export a clear copy for an audit, and that edits after signing are blocked or logged.
