NETCC (New Energy Tech Consumer Code)

NETCC stands for New Energy Tech Consumer Code, the consumer protection code for businesses selling solar, batteries and related energy technology in Australia. It sets standards for marketing, quotes, contracts and complaints, and replaced the Approved Solar Retailer program in 2023.

NETCC stands for New Energy Tech Consumer Code. It is the consumer code that applies to businesses selling solar, batteries and related energy technology to households and small businesses. It replaced the earlier Approved Solar Retailer program in February 2023 and covers a wider range of products.

The code sets standards for how products are marketed, how quotes and contracts are written, and how complaints are handled. Companies sign up to it, and their signatory status is published.

In practice

For the installer or retailer, the code shapes what goes in a quote. Claims about savings, rebates and payback have to be fair and supportable. When a quote shows an STC discount, the way it describes that discount matters, because the value of an STC is a market price that can move.

A sensible practice is to show the STC amount as an estimate based on system size, zone and installation year, state that it depends on the final registered certificate count, and keep the customer’s signed assignment on file. That way a customer who later asks why the number changed has an honest answer. See assignment form.

Check the code’s current text and your own obligations on the official NETCC site, because it is updated periodically, and your retailer or employer may already be a signatory.

Common confusion

NETCC is a consumer protection code. It is not an STC rule. The Clean Energy Regulator governs certificates and claims. NETCC governs how you sell. A claim can be perfect for the registry and the sale can still breach the code, and the other way round.

It is also not the same as SAA accreditation. Accreditation covers the competence of the person installing or designing. The code covers the conduct of the seller. See SAA definition.

From the desk. Never promise the customer a fixed dollar discount that relies on an STC price you do not control. Quote an estimate and say so in the document.
