Three of the residential Victorian Energy Upgrades (VEU) activities work the same way: you buy a high-efficiency product, the seller (an accredited person) creates a certificate, and the customer sees a discount at the till. They are activity 22 (refrigerators and freezers), activity 24 (televisions) and activity 25 (energy-efficient clothes dryers). This page covers all three, including what the discount looks like for the household.
How the appliance activities work
Since changes that took effect on 17 December 2024, the Essential Services Commission (ESC) awards one VEEC for each eligible product, replacing the older abatement calculations. New VEEC assignment forms have been required for work since 20 January 2025. The product must appear on the VEU Register of Products, which is built from the GEMS register and ESC product criteria.
For dryers, the Victorian Government’s consumer page describes the eligibility as a heat pump dryer rated 7 stars with a load capacity of 5 kg or more. Households can claim the dryer incentive once. Fridges and televisions have their own star-rating and registry requirements, so always check the product register before you stock a line.
How much is the discount?
Consumer pages from the Victorian Government have described discounts of up to about $70 for an efficient fridge or freezer, a television or a heat pump dryer. Treat that as indicative. The certificate itself trades on the VEEC market (roughly $85 to $95 at the time of writing, with a record near $110 earlier in 2026), and the amount passed on depends on the provider’s costs and margin. The discount is not a government cheque. It is the value of one certificate, applied up front, so the household pays less at the counter and the provider recovers the rest by selling the VEEC.
What this means for installers and retailers
If you sell appliances in Victoria, the work is administrative rather than technical:
- Confirm the exact model is on the VEU product register on the date of sale.
- Collect a correctly completed VEEC assignment form (the post-January 2025 version).
- Record the premises, product serial and sale evidence for the audit file.
- Pass the discount on as agreed, shown on the invoice.
