Hot water and heat pump incentives

What solar hot water rebates are available in Victoria?

Short answer

Victorians installing a solar hot water system may be able to claim federal STCs, and in some cases VEECs through Victorian Energy Upgrades or a state rebate with its own eligibility. Which ones apply depends on your product, address and household.

There is no single “Victorian solar hot water rebate”. There are three separate things that can apply, and sorting them out is the best way to avoid surprises on your quote.

1. Federal STCs

Solar hot water and heat pump systems that are on the registered product list can create STCs, which the installer discounts off your price. The count depends on the product, your climate zone and the installation type. The hot water STC page explains the basics.

2. Victorian Energy Upgrades

VEU, run by the Essential Services Commission, pays incentives called VEECs for qualifying energy-saving activities. Water heater replacements are covered by specific activities with their own product and replacement rules. Installers build the VEEC into the quote, usually as a discount. See the heat pump VEEC explanation.

3. Solar Victoria

Solar Victoria runs state rebates and loans for some products, with household income caps and application steps. The income cap is $150,000 as of 1 July 2026. Program details, funding and product coverage change, so use their official page.

From the desk: Ask the installer to write on the quote which schemes are being claimed and which you apply for yourself. Missing one can cost you the discount.

What to do

  1. Pick a product from an approved list.
  2. Ask the installer which certificates they claim, and the net price after discounts.
  3. Check the state pages for any separate application and income test.
  4. Keep photos of the old and new units.

Common mistakes

People often assume a state rebate and an STC discount are the same thing and are surprised when one disappears from the quote. Others buy a unit that is not on the approved list because the installer had it in stock. A third group sign before checking the household income cap for the state program. The cheapest protection is to ask for the product model number early and look it up before you agree, and to read the state program page for eligibility before you rely on it.

What this means for you

You do not need to become an expert in certificates. You need a quote that shows each incentive clearly. For the household basics, see heat pump rebate eligibility and the resources hub. Hot water is covered in more depth at heat pump hot water STCs explained.
