What documents do you need to claim STCs?

Short answer

For a solar claim you need a signed STC assignment form, installation photos, the electrical safety certificate, panel and inverter serial numbers, the installer's CEC details and a correct site address and install date. Traders then check each against the claim before they pay.

What traders check, and why it differs from the CER

The CER decides whether certificates are registered. A trader decides whether to pay for them and when. Traders therefore check what could stop the claim validating or come back in an audit. A strong trader will review the documents before lodgement rather than after, because a bounced claim costs both of you time.

A pre-lodgement checklist

Run this before every claim:

  1. Assignment form signed by the owner, dated on or after the contract and on or before install.
  2. Postcode matches the zone and the install date matches the deeming year.
  3. Panel and inverter models are on the current CEC approved lists.
  4. Serials in the registry match the serials in the photos.
  5. Electrical certificate in hand, with matching address.
  6. Installer and designer accreditation current on the install date.
  7. Photos cover the array, inverter, labels, isolators and the install in context.
  8. Discount shown on the customer’s invoice.

What this means for installers

Documents are the cheapest part of a claim and the most expensive to get wrong. Build the list into your job closeout so the crew cannot mark a job complete until each item is ticked. Do I send the same documents to a trader that I keep for the CER?
Mostly yes. The trader needs enough to be confident the claim will validate. You must keep the full record yourself for at least the retention period the CER sets, because audits come to you.
Is there one master checklist?
The CER sets the rules and your trader sets the format. The list below covers the standard solar PV claim. Batteries and hot water add their own items.
What is the document most often missing?
